Deterring dogs from defecating on my sidewalk?

Someone is letting their dog defecate on the sidewalk right outside my garage door several mornings a week. We haven't been able to catch them so I'm wondering if there is a chemical or something I can spray down the area with that would deter the dog from defecating there again.
